Intune error 801c03ed
The administrator policy does not allow users to join devices.
Add the user as Device enrollment manager:
https://intune.microsoft.com/#view/Microsoft_Intune_DeviceSettings/DevicesMenu/~/enrollment
Click Device enrollment managers in the top menu and add the user.
Add to Allow users to join devices to Microsoft Entra ID:
https://portal.azure.com/#view/Microsoft_AAD_Devices/DevicesMenuBlade/~/DeviceSettings/menuId/
Check MDM user scope:
https://intune.microsoft.com/#view/Microsoft_AAD_IAM/MdmConfiguration.ReactView/appId/0000000a-0000-0000-c000-000000000000/appName/Microsoft%20Intune
Add user to the Intune-MDMEnrollment group:
