Intune error 801c03ed
The administrator policy does not allow users to join devices.
Add the user as Device enrollment manager:

Click Device enrollment managers in the top menu and add the user.
Add to Allow users to join devices to Microsoft Entra ID:

Check MDM user scope:

Add user to the Intune-MDMEnrollment group:
